GIS Specialist - Vancouver, BC

Job Description:

JOB SUMMARY:
To meet and deliver the Geographic Information System (GIS), database, and programming needs of the Sea Around Us project. Major responsibilities include: writing, debugging, and documenting programs; extracting and analyzing information; developing GIS based global fisheries model and interface with global climate change modeled outputs; consulting on programming and GIS/database needs; developing and implement solutions; acting as GIS administrator and secondary database administrator; acting as system administrator of local area network; providing backup to web personnel; diagnosing, troubleshooting and resolving technical problems and GIS related issues; generating technical documentation; maintaining, backing up, and ensuring that the project GIS and database systems, content and products are preserved and operational; collaborating to maintain, update, and improve the project databases; recommending on purchases of software and hardware; making decisions and recommendations on the optimal use of computer systems and data processing applications; conducting literature searches; developing fish distribution maps; developing a GIS based global fisheries effort database, and leading the integration of global effort data into GIS systems; preparing graphics for publication and public display; and performing other related duties.

QUALIFICATIONS:
University degree in relevant discipline (Science, Marine Science or Fisheries Science preferred) with a specialization in GIS. Minimum three years of related experience, including two years experience with ESRI products (ArcGIS and Spatial Analyst) and GIS and database development, or an equivalent combination of education and experience. Experience using and programming ESRI ArcGIS, connecting ArcGIS to third-party relational databases, and using a GIS for web publishing purposes. Experience with SQL Server and programming in VBA, VB.net, ADO.net and SQL. Experience working as a GIS analyst, with ASCII files and CSV files, and with coordinate systems and projection transformations an asset. Experience and knowledge of GIS analysis and GIS programming, database design, and application development. Troubleshooting experience. Experience in web design and implementation using .NET framework an asset. Experience or knowledge of ArcObjects or Map Objects, Object Oriented Analysis and Design, ASCII and CSV files, ADO.net and SQL, Source code versioning (CSVGui, TortoisCVS), Internet technologies (ArcIMS, ASP.net, IIS), ArcSDE, ArcServer, and programming in MS .NET, C#, VB.NET, C, C++ or Visual Basic. Knowledge of cartographic design, map projections, horizontal and vertical datums, remote sensing and GPS an asset. Knowledge of scientific principles, ecosystems, fisheries, marine biology or marine ecosystems an asset. Effective oral and written communication, technical writing, interpersonal, problem-solving, analytical and organizational skills. Ability to work both independently and within a team environment. Ability to prioritize and work effectively under pressure to meet deadlines. Ability to maintain accuracy and attention to detail. Ability to stay abreast of trends in GIS and database development.
