Job Title: VP Human Resources

Reports to: CEO


SUMMARY
Provide leadership, coordination and development of company’s people resources.
Develop and implement corporate Human Resource strategy, policies and programs.

COMPANY SCOPE
A heavy civil construction company, operating in all provinces from N.W Ontario to BC having both permanent and seasonal or project employees, salaried and hourly ranging from 150 to 500, with the desire to double in size over next two years.

PRIMARY ACCOUNTABILITIES
Create company strategic recruitment and selection plan to match the company’s growth plan of doubling in size over the next two years. This plan will be delivered within 90 days of hire. Fill all planned staff positions by year end. Fill all hourly positions to meet project schedules. This position is accountable for the quality of all hires.

Create company strategic training and organizational development plan to meet personal, professional, and organizational needs of company employees. During the first 30 days meet all team members and evaluate each person’s capabilities in line with on-going objectives and department needs. Deliver this plan by end of the second quarter. Implement the plan over the next six months with all key staff showing evidence of development progress.

Design and develop the compensation strategy and programs. First develop the executive compensation plan including base salaries, bonus compensation, and ownership participation through real or phantom shares. Second, develop staff compensation plans, including base and incentives as appropriate. Third, develop hourly plans for each job, region or Provence. These plans are required within 60 days of hire.

Conduct a comprehensive operational review of on-going department activities including processes, systems, methods, and procedures. Especially consider the methods used to recruit and track operator availability. Develop and implement tactical programs to improve effectiveness in these areas: Operator call out and crew rotations. Complete the first review in 60 days.

Coordinate company programs to achieve diversity goals. Required for each major project as they are obtained

SNL is a non-union contractor. Review all options and make recommendation on path forward regarding best alternative for the business. Should union contracts be required, negotiate those contracts. Recommendations required within the first 180 days of hire.

One of the key issues facing the HR department is the implementation of the HR systems in our new SAP environment. Over the first 8 weeks considering the various alternatives necessary to utilize modern HR tools in our new data base. Evaluate procedures and technology solutions to improve and move our manual systems. Implement the accepted solutions over the following 3 months.

Recommend and establish company policies and procedures. Ongoing as required


Service as a member of the executive team

Must demonstrate a successful career history with the following experience:
Recruitment and retention of permanent and seasonal employees for an organization with more than 150 employees
Application of organizational development theory and practices
Design, development and implementation of salary administration plans and benefit programs
Negotiation and management of collective bargaining and alternative dispute resolution processes
Re-engineering of operations and procedures, formulating policy,
Use of computerized information systems used in human resources applications
Use of strategic planning tools and the resulting execution
Work within federal, provincial and local employment, wage and salary laws and regulations
Interpretation of the various Labour Standards Acts and the Labour Board processes.

WORKING CONDITIONS

Working conditions are normal for an office environment. Work will require occasional weekend and/or evening work and will involve some travel to remote work sites across western Canada.
